A former neighbor of mine was stalking and harassing me. I reported him to the police and all they would ever tell me was that I had to provide proof that it was him and that I had no case to sue him without proof. So I'm thinking it would be the most beneficial to you if you had your phone tapped and had security cameras up at your house outside and tried to catch who is doing all this harassment.
